MARITIME SAFETY & PUBLIC SECTOR CASE STUDY

Safe Catch: Protecting Artisanal Fishermen off Gwadar

Artisanal small-boat fishermen along the Makran coast face severe maritime hazards, sudden squalls, engine breakdowns, and border drift without costly emergency equipment. Built in collaboration with Youth Association for Development (YAD) and Lloyd's Register Foundation, Safe Catch is an offline-first, low-literacy mobile safety tool that registers crew manifests, provides cached survival guidance, and coordinates search and rescue.

The challenge

Artisanal small-boat fishermen along the Makran coast face severe maritime hazards, sudden squalls, engine breakdowns, and border drift. Traditional emergency distress equipment is either too costly or completely absent. When emergencies occur beyond cellular coverage, rescue coordination was hindered by lack of accurate departure manifests and emergency contact logs.

  • Severe Offshore Squalls & Engine Failures: Small wooden skiffs lack radar and engine telemetry; sudden monsoon squalls leave crews stranded miles offshore.
  • Zero Offshore Cellular Coverage: Boats operate beyond telecom towers where phone calls cannot be made, rendering conventional emergency apps completely ineffective.
  • No Pre-Departure Manifest Records: Boats left harbor without formal logs; when a vessel went missing, rescue teams lacked crew counts, vessel identifiers, or intended fishing coordinates.
Life-Saving Mobile Technology

What we built

A ruggedized, low-literacy mobile safety tool tailored specifically for coastal artisanal fishermen and harbor safety monitors.

📋 One-Tap Visual Departure Manifest

High-contrast, pictorial interface enabling low-literacy skippers to log vessel name, crew count, destination zone, and expected return time in under 20 seconds before untying.

📴 100% Offline Emergency Guide

Fully cached visual survival protocols, offshore engine troubleshooting diagrams, first-aid procedures, and sea current indicators requiring zero cellular connectivity.

🚨 Shore-Side Overdue Monitoring

Harbor focal points and civil society monitors view real-time voyage status; if a boat fails to return by its estimated time, an automated incident ticket is triggered with crew identities for search and rescue.

The result

Deployed across artisanal fishing communities in Gwadar, providing coastal families and maritime safety monitors with reliable digital safety logs and rapid emergency incident triggers.

<15m

Critical search-and-rescue response dispatch time cut significantly, backed by accurate pre-departure crew manifests for every logged voyage.

Technical Stack & Architecture

Offline-first Android architecture, high-contrast low-literacy UI/UX, low-data synchronization, shore-side incident dashboard.
